Our Work Trusted by Teams At

One Thing, Done to Standard
We deliver the independent, accredited verification ECCC requires under the Clean Fuel Regulations, so your credits and compliance reports hold up.
Validation & Verification
Independent, third-party review of your GHG assertions and project claims, conducted to the standard your regulator or buyer actually asks for.
- Annual credit creation report verification
- Carbon intensity application verification
- Carbon Intensity Pathway and Material Balance report verification
- Compliance and complementary compliance report verification
- Credit adjustment and compliance credit revenue report verification
What We Verify under the CFR
The applications and annual reports ECCC requires an accredited verification body to review.
Carbon Intensity Applications
Verification of applications for approval or temporary approval of a carbon intensity, submitted with your application to ECCC.
Annual Credit Creation Reports
Verification of the credits you created by supplying low-carbon fuels or running CO₂e emission reduction projects.
CI Pathway and Material Balance Reports
Yearly verification of the data behind your approved carbon intensity and your feedstock and fuel volumes.
Compliance Reports
Verification of compliance, complementary compliance, credit adjustment and compliance credit revenue reports.
What Are the Clean Fuel Regulations?
The Clean Fuel Regulations (CFR) require producers and importers of gasoline and diesel in Canada to lower the carbon intensity (CI) of the fuel they supply each year. Suppliers meet their limits with credits, created through projects that cut emissions, by supplying low-carbon fuels, or by supplying fuel and electricity for vehicles.
Because those credits trade for real money, ECCC requires every CI application and most annual reports to be verified by an accredited verification body, to a reasonable level of assurance. That’s our role: we confirm your data and reports are accurate before ECCC relies on them.
Key CFR Verification Dates
Each verification report is submitted with the report it covers, and the dates refer to the year after the compliance period. Booking your verifier early leaves time to fix any issues before the deadline.
Our Clean Fuel Work
CNG Offset Credits Confirmed for Transfer
Verified an offset aggregator's annual CFR credit generation and compliance report across a portfolio of CNG projects.
Fuel Pathway Report Cleared on First Submission
Verified a fuel producer's Annual Fuel Pathway Report, confirming operational site-specific carbon intensity data supporting their certified Tier 1 or Tier 2 fuel pathway.
Fuel Pathway Application Validated Ahead of CARB Submission
Independently validated a Tier 1 or Tier 2 fuel pathway application ahead of CARB submission, confirming carbon intensity model inputs.
One Verifier for Canada and California
Supplying low-carbon fuel to both Canada and California? We’re a Canadian verifier accredited by both the Standards Council of Canada and CARB, so one team can cover your CFR and LCFS verification.
- SCC accredited to ISO 14065:2020 for Canadian programs, including CFR
- One of the few Canadian-based CARB accredited LCFS verifiers

Common Questions about CFR Verification
What Are the Clean Fuel Regulations?
The Clean Fuel Regulations (CFR) are a federal program run by Environment and Climate Change Canada. They require producers and importers of gasoline and diesel to lower the carbon intensity of the fuel they supply each year, using credits created by low-carbon fuels, emission reduction projects and fuel switching in vehicles.
Which CFR Reports Need to Be Verified?
Applications for carbon intensity approval, annual credit creation reports, Carbon Intensity Pathway reports, Material Balance reports, credit adjustment reports, compliance credit revenue reports, compliance reports and complementary compliance reports. Quarterly credit creation reports generally don’t need verification, and some reports are exempt if no credits were created.
Who Can Verify CFR Reports?
A verification body accredited to ISO/IEC 17029 and ISO 14065 by the Standards Council of Canada, ANAB or another recognized accreditation body, with a team that meets ISO 14066. Standard Carbon is accredited by the Standards Council of Canada.
What Level of Assurance Does CFR Verification Require?
Reasonable assurance, following ISO 14064-3:2019. The overall materiality threshold is 5%, with separate thresholds for carbon intensity values.
Can the Same Verifier Work with Us Every Year?
Yes, within limits. Team members can verify the same report for the same company for up to five years in a row, then must step away for three years. We plan team rotation with you so there are no surprises.
