What We Verify for LCFS and Cap-and-Trade

The reports and claims CARB requires an accredited verification body to review.

Fuel Pathway Applications

Validation of Tier 1 and Tier 2 fuel pathway applications, including the carbon intensity model inputs, before CARB certifies the pathway.

Annual Fuel Pathway Reports

Yearly verification of the operational data behind your certified carbon intensity, aligned with CARB’s AFPR User Guide.

Project-Based Crediting

Verification of LCFS project reports that generate credits, on an annual or quarterly schedule.

Compliance Offset Projects

Verification of offset project data reports under CARB’s Cap-and-Trade Compliance Offset Program.

What Is the Low Carbon Fuel Standard?

The Low Carbon Fuel Standard (LCFS) is California’s program for cutting the carbon intensity of transportation fuels. Every fuel gets a carbon intensity (CI) score based on its full lifecycle. Fuels that score below the yearly benchmark earn credits, and fuels above it create deficits that have to be covered with credits.

Because those credits trade for real money, CARB requires the data behind them to be checked by an accredited third-party verifier. That’s our role: we confirm your pathway data and reports are accurate before CARB relies on them.

Key LCFS Dates Each Year

March 31Annual Fuel Pathway Reports due to CARB
April 30Annual project reports due to CARB
August 31Verification statements due for the previous year’s reports

Dates are set by CARB and move when they fall on a holiday. Booking your verifier early in the year leaves time to fix any issues before August.

Common Questions about CARB Verification

What Is CARB's Verification Program?−

CARB requires independent third-party verification of emissions and data reports under its major climate programs, including the Low Carbon Fuel Standard (LCFS) and Cap-and-Trade/Offsets, to ensure reported data is accurate and compliant.

Who Can Conduct CARB-Required Verification?+

Only CARB accredited verification bodies and CARB accredited individual verifiers may perform regulatory verification for entities subject to CARB requirements. Standard Carbon holds this accreditation.

When Are LCFS Fuel Pathway Applications Verified?+

Verification timing depends on the pathway type. Tier 2 Fuel Pathway Applications are typically verified ahead of CARB's application submission, and pathway holders must maintain ongoing verification for as long as the pathway remains active.

What LCFS Data Requires Verification?+

Data defined under LCFS, including fuel carbon intensity scores and pathway reports, must be independently verified by a CARB accredited verification body before submission.

Does U.S. EPA Verification Satisfy CARB Requirements?+

No. EPA verification does not automatically satisfy CARB's verification requirements, though we can help coordinate to streamline dual-agency compliance.
